Milner & Caringella have successfully secured 4% and 9% Low-Income Housing Tax Credits, HOME and CDBG awards and arranged bond financing, construction loan, below market rate mortgages and grants from local, state and national government sources, permanent commercial financing, Federal Home Loan Bank awards, and other sources.  Milner & Caringella have provided consultant services resulting in the development of approximately 3,250 units with a combined value in excess of $500 million.

Over the past 30 years, Milner & Caringella have completed a wide variety of affordable housing projects including housing for families and seniors and specialized projects for disabled populations including the physically disabled, blind, severely mentally ill, families with head of household in recovery from substance abuse, prisoner re-entry, youth aging out of foster care, housing for Native Americans, general homeless population, homeless females and homeless veterans. M&C has also completed three Assisted Living projects utilizing Medicaid Waiver Subsidies.

Projects currently in construction include Hope Manor Joliet, a 67 unit project located in Joliet, IL, designed for homeless veteran families.   Comprised of one, two and three-bedroom units on a five acre campus, Hope Manor Joliet will be completed by April, 2017.   The Canandaigua Veterans Housing Project, a 48 unit facility located in Western New York adjacent to the Canadaigua VA Medical Center, is currently in construction and will be completed in November, 2016. Danville Veterans Housing a 65 unit project for homeless veterans in Danville, Illinois, located on the Danville VA Medical Center campus, will be completed in June, 2017. Other projects in the pipeline include projects for homeless veterans located on the campus of the Perry Point VA Medical Center in Maryland; housing for veterans in need including seniors and students located in LaCrosse, Wisconsin, housing for homeless veterans in San Antonio, TX, and other projects.

Milner and Caringella also work as RAD Expediters and have completed work for public housing authorities in Minnesota, Utah and Texas.


Since 1985, Sponsors have relied on Milner & Caringella for the production of high quality affordable housing.  Milner & Caringella have provided services for every phase of housing development including: 

1. mapping out overall project concepts;
2. completing feasibility analysis;
3. submitting 4% and 9% Low Income Housing Tax Credit applications; 4. arranging property acquisition;
5. selecting key development team members;
6. coordinating mortgage, bond and tax credit closing;
7. monitoring and oversight of construction;
8. integrating social service plans for housing special-use populations.
